Notes for Albert Edward DAVIS

General Note
Fifth of ten children. Albert was a 'relieving officer', generally involved in easing the problems of the poor. Paupers had to approach the Relieving Officer. They might be admitted to the Work House, or if granted a medical certificate, offered relief outside. From the 1828 and 1832 Madhouse Acts as amended in 1890: If a constable, relieving officer, or overseer is satisfied that it is necessary for the public safety or the welfare of an alleged lunatic with regard to whom it is his duty to take proceedings under this Act, that the alleged lunatic should, before any such proceedings can be taken, be placed under care and control, the constable, relieving office or overseer may remove the alleged lunatic to the workhouse of the union in which the alleged lunatic is, and the master of the workhouse shall, unless there is no proper accommodation in the workhouse for the alleged lunatic, receive and relieve, and detain the alleged lunatic therein, but no person shall be so detained for more than three days, and before the expiration of that time, the constable, relieving officer, or overseer shall take such proceedings with regard to the alleged lunatic as are required by this Act.

This was an appointment that depended in later days on passing appropriate examinations, but it was a heterogenous profession. A government report in 1909 was severely critical of the great powers exercsied by relieving officers.

Albert Edward lived in tied accommodation that went with his job.

The 1901 census shows Albert , aged 1, with his parental family living in Egham. Also at home were his two brothers, Frederick and Harvey: Frederick Davis 3, Harvey Davis 6. Went into the Army, said in the family to be the 'Pay Corps'.

Later, in 1928, after his marriage and at the birth of one of his children, Albert was described as a Poor Law Officer, living at 1 Church Road, Croydon.
